It was founded in 1948, under the name of "Drawing and Sculpting Course", further to the decision of the then Executive Board of the People’s Board of the City of Belgrade. The "School at Šumatovačka Street" has been attended by over 9000 trainees, and eminent painters, sculptors, graphic artists, and architects acquired the nuggets of knowledge in it, such as: Miodrag Rogić, Milica Stevanović, Kosta Bradić, Mira Jurišić, Vida Jocić, Vojin Stojić... Throughout the year, the cultural and educational program of the Center enables the trainees to acquire practical and theoretical knowledge about artistic disciplines, techniques, and technologies in artistic expression. The process of work identifies and supports creative abilities of the trainees and synthesizes the knowledge acquired in the course of that process. The activity of the Center is divided into the program of hands-on training (drawing and painting, sculpting and architecture) and the program of theoretical training, which is common for all the trainees of hands-on training. The Center for Education in Visual Arts has, on working days, three drawing and painting classes from 10.00 to13.00 and from 17.00 to 20.00, as well as one sculpting class from 16.00 to 20.00. The history of arts and the theory of forms are lectured from 13.00 to 17.00. Training in the class for architecture and design and drawing and painting class takes place on weekends for younger ages from 11.00 to 14.00. Each school year in June, the Center organizes a traditional exhibition of the works of the trainees of the Center.
